Clarksville Question Three Parks and Recreation Treatment Bonds — Johnson County

The question of the issuance of capital improvement bonds in principal amount not to exceed $5,450,000 (the "Parks and Recreation Improvement Bonds") pursuant to Title 14, Chapter 164, Subchapter 3 of the Arkansas Code of 1987 Annotated (the "Local Government Bond Act") for the purpose of financing all or a portion of the costs of the acquisition, design, construction, equipping and furnishing of various parks and recreation facilities and improvements, including, but not limited to, a Veterans Memorial to be located at Cherry Street Park, a Splash Pad Complex to be located adjacent to the existing inclusive playground at Cline Park, and the conversion of the existing baseball field at 1619 W. Cline Street into an event center/rodeo grounds campus, and which may include concession facilities, restrooms, playgrounds and other ancillary improvements such as street and utility extensions and improvements, fencing, lighting, shade structures, landscaping and parking for each of the foregoing projects. If the issuance of the Parks and Recreation Improvement Bonds is approved, the Parks and Recreation Improvement Bonds will be secured by a pledge of and lien upon all of the receipts of the 0.750% Temporary Sales and Use Tax and all of teh receipts of the 0.250% Permanent Sales and Use Tax.
